  1. Professional services are those services requiring higher creativity or specialized skills which do not directly result in a capital improvement or physical asset. An award for professional services costing $50,000 or more will be accomplished through a Request for Proposal (RFP) process. This process includes all documents used to solicit competitive sealed proposals.
  2. The following are examples of professional services:
    Accounting Advertising
    Architectural Banking
    Design Engineering
    Financial Inspection
    Legal Testing

    Or other services requiring higher creativity or specialized skills
  3. Before contracting for any professional service where the cost of the service will be $50,000 or more, the following procedures are to be followed:
    1. Identify the scope of service required.
    2. If necessary, prepare a Request for Qualifications (RFQ) to solicit qualifications from service providers.
    3. Evaluate RFQ responses, if used, and select qualified service providers.
    4. Solicit a Request for Proposal from qualified firms based on responses provided in their RFQ, if used, or through general solicitation if a RFQ process is not used.
    5. Evaluate proposals and select the proposal that provides the greatest value to the College and meets or exceeds evaluation criteria and expectations.
    6. Negotiate contract, if necessary.
    7. Award contract through the Board of Trustees.
  4. Purchasing personnel, personnel knowledgeable in the service required, and key operating personnel who would be involved with, or impacted by, the services being acquired should be included in the RFP process.
