Lakeland is First to Offer
Emergency Management Associate Degree Lakeland
Community College is the first college in Ohio to offer an associate
degree program, as well as a certificate program, in Emergency
Management Planning and Administration.
The program goal is to provide emergency management personnel
and volunteer emergency management team members with the skills
to respond to and recover from large-scale emergencies.
The program also prepares entry-level students to become effective
in the field of emergency management. Emphasis is placed on
how the emergency management system is applied to all hazards,
across all four phases of emergencies, and among all functions
of integrated emergency management. The four phases of emergency
management are mitigation, preparedness, response and recovery.
"The potential for human suffering and devastation in a
disaster or major emergency makes it critical for emergency
program managers and related professionals to fully understand
the nature of emergency management and effective operations
in such a disaster or major emergency," says Lee Silvi,
Director of the program.
Classes such as Emergency Management Administration, Mitigation
for Emergency Managers and Disaster Response and Recovery help
students to expand their knowledge, skills and abilities for
professional and career development in this critical field.
Lakeland worked closely with the Federal Emergency Management
Agency (FEMA) and the Ohio emergency Management Agency to prepare
curriculum for this degree program. An advisory committee made
up of experts in the field of emergency management advise administrators
of this program.
Dale Shipley, Executive Director of the Ohio Department of Public
Safety says, "There is definitely a need for emergency
management programs offered by colleges and universities. Any
disaster, natural or man-caused, creates havoc and chaos. If
our personnel are well trained and educated in emergency management,
they will be better equipped to meet local and state emergency
needs."
Dr. Wayne Blanchard, Higher Education Project Manager with FEMA,
said, ""We are becoming a more vulnerable society
faced with growing threats, new and evolving hazards

will need a new generation of more professional and better educated
emergency manager to face the challenges posed."
This program is endorsed by FEMA, the Ohio Department of Public
Safety, the Lake County, Ashtabula County and Geauga County
Departments of Emergency Services, and the Greater Cleveland
Chapter of the American Red Cross.
